Cobourg’s parks and recreation facilities are aging, there are parking issues, and a need for more youth-focused programs, Cobourg council heard at the regular council meeting earlier this week.
Madison Busby and Danielle Lenarcic Biss, of thinc design, a Toronto Landscape Architect and Planning Studio, presented an update to politicians that included the work of a nine-member task force, consultations with 20 user groups, and a survey of 471 residents.
Highlights from the report include calls for updates to outdoor facilities, additional amenities such as drinking water and shade, and improved maintenance.
The plan is based on rapid population growth to nearly 26,000 residents by 2036, councillors were told.
User groups told consultants that outdoor facilities at Donnegan Park and Sinclair Park needed updating. A waterfront assessment highlighted tourism issues, boat storage, and safety issues at the East Pier.
In another series of consultations, town staff and council emphasized the need to prioritize repairs and maintenance over new builds and to develop strategies for non-residential fees.
The company plans to refresh the project web page and coordinate social media and communications to enable the public to provide input and share contact information.
Town staff will continue to provide data and additional information as the detailed assessment of parks, facilities, and programs continues. The first draft of the plan is expected by spring for public comment.

In Their Words is a feature that allows people to listen to what is going on at the various councils within Northumberland. No spin. No opinions. No one is telling you what to think. Just what was said.
It is a chance you might not have otherwise to hear directly from your elected representatives. I hope you find it useful and informative.
